The framework is administered through the Thai FDA. Licensed facilities serve adults 20 and older; the regulatory picture continues to evolve, with periodic proposals to tighten rules around recreational use toward a more explicitly medical model.
Because the rules are still settling, visitors should confirm a shop's licensing and the current local guidance before purchasing. Public consumption and sales to minors remain restricted.
